If you are going to buy a collar, then we’d encourage you to pick a breakaway collar. These have a quick-release function and are designed to come apart when too much pressure is applied.
This should reduce the risk of choking.

The lavender plant apparently is toxic and deadly slowly poisoning your cat from the plant itself or ingestion of the essential oil. STands to reason even if the collar is safe as it’s not an essential oil ingested orally that you just would not bother using it. Pheromones make more sense.
